Civilization 7 Update 1.4.1 Adds Hotseat Local Multiplayer, Revises City Happiness and Government Systems

Civilization 7 has released update 1.4.1, adding hotseat local multiplayer. The patch also changes settlement happiness and overhauls government mechanics, including how they function in-game.
