Japan to End Point-of-Sale Tax-Free Shopping for Tourists on November 1

Japan will change its tourist consumption-tax exemption system on November 1. Visitors will initially pay the full 10% tax, complete customs procedures when leaving, and seek a refund through a private operator, which may return less than the tax paid.
